In his budget speech, Leitao said the money was particularly aimed at helping print media make the difficult transition from a paper to a digital product. In addition to the digital transformation funds, Quebec has established a four-year, $12-million subsidy to offset the payments made by newspaper owners for the recycling of their printed materials. The per-tonne rates that newspaper companies must pay for the recycling of printed material has been rising dramatically in recent years.
